Building Height Limits
Height limits are strict in Harrison:
R-1, R-2 → usually 9 m (≈ 2 storeys)
R-3 → 11 m to 13 m depending on the configuration
R-4 → 13 m (3–4 storeys)
Commercial zones → 13 m unless a CD zone overrides it
Waterfront / resort areas often have custom height caps via CD zoning
Key issue:
Bylaw 1230 did not change height. That’s why people keep saying “height isn’t changing.” True — but the type of building allowed at that height is what changed
