Capacity Issues & Infrastructure Age – What We Know
1. Wastewater Capacity
The wastewater plant was designed for a maximum population of ~4,750 including tourists. Harrison is now pushing that limit without any updated capacity analysis.
2. Wastewater System Age & Costs
The Asset Management Plan shows much of the sewer system dates back to the 1970s–1990s. Required upgrades are 4× higher than what the Village budgets, risking service failures and costly emergency repairs.
3. Water System Limitations
The OCP states the water storage and distribution system is already insufficient for fire protection. Much of the water network is 30–50 years old.
4. Water System Under-Funding
The Asset Management Plan warns the Village cannot sustain current service levels without major grants or borrowing. Water renewals and new storage are unfunded.
5. Stormwater & Drainage Deficiencies
The OCP identifies existing deficiencies and the need for a complete modern drainage system. Many storm pipes and outfalls are from the 1970s–1990s and nearing end-of-life.
