Zoning Across the Village

Harrison uses a zone-based system:

  • R-1: Small Lot Residential (most of the older village grid)

  • R-2: Low-Density Residential

  • R-3: Medium-Density Residential

  • R-4: High-Density Residential / Multi-Family

  • C-1 / C-2 / C-3: Commercial zones

  • P-1: Institutional/Public

  • CD Zones: Comprehensive Development (used for one-off projects)

  • PR Zones: Parks & Recreation

  • MU: Mixed Use (downtown)

What matters:
Each zone has its own rules for setbacks, height, density, and what types of housing can be placed there. Bylaw 1230 attempted to allow new housing types in zones where they weren’t previously permitted, which is why it triggered public concern.
